FYI - there is a "PLAN B" on the Omnibus Liquor Bill that leaves the
growler portion intact while stripping the 2am closing time...

Thank you for all the encouragement on the Brew Pub bill -- we're
hoping the Governor will sign the bill as is, however, Senator Pappas
has introduced another bill for Special Session that contains all the
provisions in the liquor bill minus the 2am bar closing that the
Governor is hesitating on in case he vetoes the current bill.
Senator Pappas was unable to take you up on your invitation for last
Saturday as she was at the Capitol negotiating the Higher Education
funding bill (busy, busy, busy!). However, she will keep the Sept. 6
event in mind!

I agree that the State Patrol needs more money (my dad was a trooper for
30 years). However, they have needed money for the past 20 years. This
bill in and of itself should have little impact on their need. It's
funny, because the 0.08 legislation will incur a huge cost to law
enforcement, but no one ever brings that up. My dad always said it's not
the .08 or the .10 guys you're worried about, but the folks that are .27
with 6 DWIs and no license.
Down here in Blue Earth County, they are saying the conceal/carry
registration process will cost more than the maximum fee allowed by the
law ($100). It all looks like a lot of posturing.
In addition, our Gov was wrong when he said this was an issue (the 2 AM
bar time) brought up by two DFL mayors. It was originally presented in
the Senate by Sen Mark Ourada, a Republican from Buffalo. I was at the
hearing. I guess you don't need to have your facts straight when you are
talking to the press.

Did someone slip in a line item veto in the Minnesota State Law that I am
not aware of? If he vetoes the bill, he kills everything, including
growlers.

House backs 2 a.m. bar close, but Pawlenty not satisfied

The Legislature overwhelmingly approved a 2 a.m. closing time for bars,
but without the new funding for law enforcement that Gov. Pawlenty
reiterated Monday is a condition of his support.
"If the bill comes in its current form, I'm not going to sign it,"
Pawlenty said after the House voted 93 to 40 and the Senate voted 50 to
16 for Minnesota's first major extension of bar hours in 54 years. "I
will veto it."
Negotiations continued late Monday to find several million dollars to
meet Pawlenty's demand for additional state troopers and police officers
in cities that would be most affected by an hour-later last call.
"It's not dead yet," said Rep. Michael Beard, R-Shakopee, sponsor of the
bill.
Because the bill is already on the governor's desk, the funding would
have to come in other legislation. Pawlenty said he would wait for up to
the three days he has to veto bills before making a decision.
The Republican governor also emphasized that the bar closing initiative
came not from him but from the DFL mayors of Minneapolis and St. Paul.
While both vote margins were enough to override a veto, it is unlikely
that the GOP House majority would risk insulting its own party's governor
over such an issue. House Speaker Steve Sviggum, R-Kenyon, who opposes
the 2 a.m. close, could simply refuse to bring an override vote to the
floor.
The bill also would allow brew pubs to sell carry-out half-gallons of
beer made on their premises and lift state control of the number of
liquor licenses local officials may issue to restaurants, hotels, golf
clubs and bowling alleys.
