Looking over the Wine Enthusiast Vintage Chart:
Aussie cabs are good to go if 2002 or older and can be quite age-worthy.
Chile, Argentina are also ready if 2002 or older, but are not so age worthy.
South Africa and New Zealand are ready if 2001 or older.
Your Mileage May Vary. :)
