Check the test certification date. It has to be done every 5 years. They
could be of legitimate ownership, except that the certification has
expired. You could have to pay to have them tested and recertified
before they can be filled. That's not terribly expensive, like $12-20,
but it is a hassle. Most of the places that fill CO2 tanks can get this
done for you, though many of them need to send it out which can take a
week or two.

Looks like one heckuva deal. My rampant paranoia says to check those
bottles carefully to make sure that someone isn't selling leased tanks, or
some other similar situation. I've been burned with a 20lb tank that's
only refillable "under the table."
