I don't think he's saying that the Governor will or can veto only part of
the bill. I think that Jeff probably wrote to the Governor and told him all
of the wonderful things about the growler provision. The response is just
telling Jeff that the growler provision isn't controversial, and isn't the
reason it might get vetoed.
It appears that Pawlenty agreed to sign the liquor bill if the legislature
also included more funding for the State Patrol to beef up the 2-6 AM shift.
They didn't put that funding in the liquor bill, so the Governor's saying
he will veto the liquor bill unless the extra State Patrol funding appears
in some other bill. So he's basically holding the liquor bill hostage to
get the State Patrol funding he wants. He doesn't care one way or the other
about the Growler provision, but unfortunately for us, it's fate is tied to
the fate of the liquor bill.
He has three days to either sign it or veto it, so if we want it to pass,
we should be encouraging the legislature to fund the State Patrol as part
of some other bill.
I guess that's how politics works. I think these people need to relax a
little more (with a good beer, of course.)

The Governor has not said he was going to veto the 2 A.M. bar
closing
legislation because of the Growler provision. This is a portion of
the
bill
that would allow bars to be open until 2 A.M. and liquor stores to
be open
until 10 P.M. during the week.
The Governor stated early when the legislation was introduced that
he would
support the legislation if the bodies of the House and Senate found
additional funding for police and state patrol expenses due to the
law
hange. The State Patrol is very thin for shifts from the 2-6 AM time
frames. With additional drivers on the road after bar closing we
need to
make sure they will be able to protect and serve adequately.
The House and Senate are considering the funding to satisfy the
Governor.
Without this funding the Governor will not sign the bill.
Once again, the Growler provision is a small portion of this bill
and is
not
the controversial portion.
