Subscribed to post is an option but the consensus has been that
the spam filter works well enough and restricting posts means
that people with multiple email accounts won't be able to post
except from the one account they are subscribed with.
But Jim can make the decision and affect the change since
he has full list admin priv.

How about making this list subscriber only. This would stop the spam.
