It is my understanding that this bill is just in the introduction stage
and is expected to change. It would probably be best to articulate this
to the bills author.

municipality for off-sale of malt liquor produced and packaged on the
licensed premises..."
If I remember my research correctly, this is the paragraph that was added or
modified when the original "Growler Bill" was passed.
This is the statement that needs to be changed to read "7,000 barrels" if
Surly were to be allowed to continue with growler sales.
