I have always liked All Fire Test on Washington Ave, near the Minneapolis warehouse district.
Cheap, and if you go on certain days when they're grilling, a free brat.
Might as well pick up an extra co2 tank when your there. They have tanks from small like 2-lb, up to the 50 lb big boys. Only takes a few minutes to fill your tank.
I have not found a cheaper place yet.

They are only open during the day hours during the week, so no nights
or weekends.
Last time I was there, I got my 20# tank hydro-tested and filled. Rates
are reasonable compared to other locations. Usually takes a couple
days, though if you call them in advance, you can figure out when they
are filling tanks, and schedule a morning drop-off and afternoon
pick-up.
FYI, I always keep a back-up 4# tank, just in case.
