It is on the exterior of the cover.  Nothing to worry about sanitizing.

Something else just crossed my mind.  The cover handle may just be
spot-welded.  If that's the case, a good autobody shop may be able to weld
it back on.

My brother recently retired as as senior food engineer from Kellogg's, he
worked in their pilot plant bringing new food processes into production.
We've spent a little time talking about how to build equipment with
sanitation in mind.  One of these days, I'll get around to start welding
up the 60' of 2"x2" stainless tubing I have in the garage into an
all-stainless brew sculpture (no paint required.  Ever.)
