A good source of ~25 oz champagne bottles is to contact hotels and ballrooms that host wedding receptions. I've had success in the past in contacting them on a Saturday afternoon and asking them to save a case or two of empties that I could pick up on Sunday morning. Some of these may also have the buckets you are looking for.

New bottles aren't MUCH more. But...
I guess I'd talk to "decent" liquor store. You'll probably be able to get a
used case of returnable bottles for close to cost. Good luck!
